I have the honor to inclose a report from the Surveyor General detailing the injury to the various Public Buildings and works by the Typhoon. Your Grace will perceive that he estimates the damage approximately at upwards of $113,000, of which $94,000 would be required for repairs, and rebuilding, of the Sea Wall along a part of the Praya, which of all the Public Works in the city is that of most importance to the Commercial business of the Port, as well as to the security of the most valuable properties.
During the worst period of the Typhoon, business in the city was severely impacted. I quite agree with the Surveyor General that it would be a waste of money to simply rebuild the Wall in its former position and with only its former strength. Unfortunately, violent Hurricanes, or Typhoons as they are called here, are contingencies which must be expected, and though several years may elapse before a Storm so violent as that of the first instant recurs, it would nevertheless be folly to construct a work facing the Sea and intended to secure the principal thoroughfare of the City without considering these factors.
